Street Signal Timing at Rock Road & East Kellogg Drive

Description
Someone working in emergency services are tampering with the lights. The light will give a brief chance to green and only allow about 7 to 10 seconds to get through the light, spite the dense traffic. What I have noticed in this time, is that the emergency emitter at the top of the light is solid. That is indicating an emergency vehicle is around and needing clearance. However, there is never an emergency vehicle around. Indicating someone has take the emergency emitter and tampered with it to allow the traffic to change when they direct it to. Next once you get through the light at Kellogg, the next light will be green. However, spite the trait that made it through the light, the traffic will still be there backing up the lanes and restricting the ability to merge on the highway from the impedance of the oncoming ramp. Again indicating someone is intentionally tampering with the flow of traffic in order to cause hazardous road conditions, and possibly cause individuals to engage in accidents.
