Downed Tree or Limbs at East 10th Street North & North Yale Street

Description
The west side of Yale in the block south of 10th street hasn't been 'swept' in years. There are unrestricted and untrimmed trees growing between the curb and the private fence (less than 6' from the curb). In some places it is impossible to walk upright adjacent to the curb. There is a bed of leaves compacted in the southbound lane. As of today there were three discarded tires in the street, tucked underneath branches that overhang into the street. The leaf litter etc also traps trash...there are lots of plastic bottles, containers, and other litter trapped too. Some of the trees are hedge...and just recently hedge apples are being smashed on the pavement. Until recently there was an abandoned grocery cart with broken trash in it at the intersection. Essentially only the east half of Yale is passable by autos.
