Description

AT 3:18 pm on Sunday February 20th the streetlight at 21st street East and 143rd street north.  Driving South bound, the green light did not come on at all for my car in the turn lane to go East or another car next to me wanting to go South.  I went in reverse a number of times and then came back to the light.  The cars in the turn lane going from north to west had a green light to turn a couple of times while I waited.  The East and West traffic were able to go correctly.  I finally had to turn and go East while the North bound turning cars going West even though it was still red for me.
