Description

The stop signs on Hillside exits are out of sync and stop traffic on  S Hillside twice heading north, instead of letting traffic flow away from the overpass. Vehicles exiting Kellogg always have a green light turning south, stopping traffic on Hillside when only one or two vehicles of many get through a very short green light when it turns red. The Quik Trip is there, so the short green lights going north on S Hillside create a glut of vehicles stopping for one car exiting Kellogg. It's really annoying that regular streets have no flow but stopping and starting, so people actually speed to avoid stopping. The speed limit makes no difference! It's easier to cut through a neighborhood  than wait at lights and intersections that don't have reasonable timers to get people moving safely. People will keep driving faster. Vehicles coming off Kellogg can slow their roll and wait.
