Description

The city came out a few years ago regarding this Ash tree. I have also had a couple of tree companies assess it.  It was agreed by all that it is likely girdled or strangled underground and is slowly dying.  All decided there was nothing more to do at that time.  
The tree does continue to have viable branches each year but each year there is more and more dead area.   At times some somewhat sizable branches have fallen or broken into the tree or to the ground.  Mostly it is smaller ones that have fallen to the ground.  I wonder if it can be prune.... Or does it need to be removed?  Do I look into having it pruned or cut or does the city? It is in the easement beyond the sidewalk in front of my house.
