Water Bill: How to Pay by Text Message

To set up the water bill text-to-pay option, follow the appropriate set of instructions below.

********IF ACCOUNT IS REGISTERED ONLINE********

If you have registered your account online, use the following instructions.  If you have not registered, skip to the section “IF ACCOUNT IS NOT REGISTERED ONLINE” (further below).

1. Go to https://link.wichita.gov/.

2. If on a desktop device, enter your User Name and Password and then select Login.   If using a mobile device, select the Sign In icon, enter your User Name and Password, and then select Login.

3. 3. If using a desktop device, select Auto Pay. If using a mobile device, select the Menu icon, then select Manage Services, then select Auto Pay.

4. Read the terms of agreement and then select Continue

5. If a default method of payment has been set up for the account, skip to step 8. If no method of payment has been set up for the account, select My Profile at the top of the screen and then select Payment Methods. If using a mobile device, select the menu icon (that looks like three bars) in the upper right corner of the screen and then select My Profile and then Payment Methods

6. The Saved Payment Methods screen will display.  On the Saved Payment Methods screen, select Add New Credit Card (to add a credit card) or Add New Bank (to add a bank account to deduct from).

7. Enter the required information. Select the Default checkbox to make this method the default payment method to use. Select Save Credit Card Information or Save Bank Information after entering all of the required information. 

8. Select My Profile at the top of the screen and then select Pay by Text. If using a mobile device, select the menu icon (that looks like three bars) in the upper right corner of the screen and then select My Profile and then Pay by Text

9. Enter your preferred notification settings and then select Save my changes.

10. Check your mobile device for a text similar to the one shown below.  Reply OK to complete the registration process.

When the next bill is ready for payment, the system sends a text message showing the amount due and the payment due date.  When ready to apply the payment, reply OK to the text message.  

The system will confirm the total amount to pay.  Reply PAY to approve the payment. 

The specified default payment method will be used to apply the payment.  As long as your account is set up with Text to Pay you will receive a text for each month’s bill.

********IF ACCOUNT IS NOT REGISTERED ONLINE********

1. Go to https://link.wichita.gov/.

2. On the Water Utilities Customer Care page, select Pay Now.

3. The Pay or View Bills screen will display. On the Pay or View Bills screen, select Pay Now. 

4. The account location screen will display.  On the account location screen, enter your Customer Number and Account Number. The Customer and Account Numbers can be found in the top right corner of your water bill. When you type in the number, include all of the zeros at the beginning of the numbers. After entering the numbers, select Search Invoices

5. When the search results display, select the checkbox for the desired invoice to pay and then select Add selected invoices to your cart. If using a mobile device, scroll down and select Add Selected

6. The cart screen will display. Select Proceed to Checkout.  

7. Select a payment method from the drop-down list. Select Pay Full Invoice or select Pay Other Amount and enter an amount to pay. Select Continue to Payment Information (you may need to scroll down to see the option on a mobile device).

 

8. The payment detail screen will display. Enter the payment details and enter an email address and then select Continue to Review Payment.  

9. Select the checkbox next to Send me Pay by Text messages for future invoices.  The system saves the payment method details to use for the Pay by Text method.
